Given that buyers have all but abandoned the platform the non-availability of a new Windows 10 Mobile in a certain territory is hardly earth-shattering news. When that territory is Europe - a long-time Windows Mobile stronghold - and the company withholding the new handset is European (Alcatel is a French brand) it is a little more surprising.
Windows 10 Mobile does have a loyal (if dwindling) user base, so there's been some disappointment that what looks like a decent high end handset at mid-range pricing won't be available to Windows Mobile largest group of users.
Given the first-time availability of VR on the platform and the consumer focus, it's a handset that could have sold well. In an alternate universe where Microsoft handed killed Windows Mobile with indifference of course.
